Insulin resistance is when insulin can't do its job at different tissues in your body. This leads to the fat cells leaking free fatty acids and inflammatory mediators, even in the presence of insulin and carbohydrates. I don't think carbohydrates are bad for diabetics; they will raise your blood sugar if you are diabetic or not. But there are good studies with large amounts of honey over a hundred grams per day in diabetics showing that these lower fasting insulin and fasting glucose leading to improved insulin sensitivity.
