Kim Jong-il built a nuclear reactor under the guise that it would power civilian homes and industry. It became apparent in 2002 that North Korea was only producing material for weapons. The world had to come to terms with a new nuclear-armed power, says Peter Bergen. But this shows Kim's dictatorial disregard for his people, he adds.
