The History of State Incompetence and Polarization

There's this narrative that basically US state incompetence, treat or like resulted from polarization. And that just does not match the timeline of state incompetence and polarization. I think working for the federal government in 1932 was basically that is where you go if you're ambitious and when it gets stuff done. The institutions are new and fresh and haven't gotten to bureaucratized. That process starts in the 30s and then when the people who joined the federalgovernment in the 1930s are reaching retirement age in the 60s and 70s they start to get less effective.
