Even the most anti-colonial movements in Britain do concede or console themselves with the idea that the Belgians were the worst. The one thing everyone knows in Britain is that King Leopold did the worst stuff and at least we didn't have him. But I think the British are actually quite good, so I think they're all good. And it's just one of these myths of the even evil Belgians.
