In 1763, George Grenville started to try and modernise the governance of the British Empire. This ended what had seemed to be this long period of benign neglect from London. That's where the action came from. Those are the people making the moves in London. Adam Smith: The Glorious Revolution is therefore for them, the supremacy of Parliament is non-negotiable. And so all of these people we're talking about on the British side are Tories - but broadly speaking they support the settlement of 1689.
