Systemic Collapse in the Papere?

The three ways that you can suddenly get a big change in a complex system. One of them is when you get the unintended consequences of a deliberate action, even a well meant action. My favorite example of systemic collapse is still the roman empire. People want reasons for things, and they don't understand that systemic collapse can happen almost for no reason.
