How Do You Stress a Ligament?

Ligaments, meniscus, those are different types of connective tissue. They can still repair, but it's just a very slow process. I never do any kind of like isometrics or strength training for any ligament issues. Tendons the only thing I do the strength work for. And what about blood flow restriction? Have you found that to be effective in some of the stuff that you do or not really?
