The US Sanctions Policy Has Not Worked

I think the Russians have done better than they even expected and certainly better than I expected. Even if we had been more successful with the sanctions, we would not have brought the Russians to their knees. And the reason is very simple: The Russians believe that they're facing an existential threat in Ukraine. So I think the sanctions were doomed from the beginning.
