Roxanne Jones: Rome is tired of violence and civil wars. She says augustus, the Roman emperor, promises to put an end to it. He bans private ownership of weapons in rome; he also sets up a permanent police force. Jones: Urban cohorts are military units commanded similarly to the regular military legions. They're called vigilante vigilantes even though they're not really vigilantes at all.
