When opensor sophwhare first came out, the o s was all proprietary. Linus torvald doesn't approve everything that goes into the kolonel, but he does preside over its changes. He's installed a dozen or so people below him to manage different parts of colonel. They in turn trust people under themselves and so on, in a pyramid of trust. Changes might come from anywhere, but they're all judged and curated.
