Eric Liu: The prospects for a federal privacy law are dim right now. If you see California abuse its authority or act just in a crazy manner and start subpoenaing the entire industry, I think that the support for their process may diminish within Congress. He says there really isn't a partisan divide on this; both parties are getting distracted by issues of nothing to do with this. Liu: Federal trade commission is very likely to give additional rulemaking authority to make new rules about data-driven advertising.
