Is Baptism Universal?

Baptismal regeneration is not universal among the fathers, says Luther. Cyril of jerusalem did not think of cornelius as an exception to baptism. The whole point of his catecetical tures was don't be a simon or you'll be like simon. And i know a lutheran would actually agree with that, i think.
