Meditation is about undistracted attention. The first thing that any meditation teacher will do is have you focus on your breath, because it's always there. There's nothing special about the breath, specifically in terms of meditation, but it's just something to concentrate on. I think some people would, even themselves, would atleast consider prayer to be a form of meditation.
