The Rights Clause of the 14th Amendment
The 14th Amendment guarantees a fundamental floor of civil rights to all people who are citizens in the United States. Republicans had a broader understanding, they said all states had to secure a basic floor of rights associated with citizenship. This idiosyncratic view of the privileges and immunities clause became the view that the dominant political coalition responsible for the 14th Amendment put into it.
