Carbon Taxes - What's Not in the Paper?
Carbon taxes don't apply to every sector of the economy. It's very hard to measure and effectively put a carbon tax in them. They usually require alternative policies. You'll also need to supplement a carbon tax with alternative policies because there are implementation frictions. So finding the appropriate mix of policies that help implementation to be overcome will be important.
