John Searle: Utilitarianism doesn't yet make any claims about population ethics. So in particular, total utilitarianism says maximize total well-being. But there's other sorts of utilitarianism that say increase average well-being and so on. Sometimes one outcome is neither better nor worse nor equally as good as a second; sometimes it can be both.
