The genius of Augustus is how he pivots from this horrible, vicious civil warrior to somebody who creates an enduring political structure that exists for 1500 years. He makes soldiers loyal to him and makes sure that they are paid in a way that they understand he's paying them. And so what he has done is he's left the Republic, the public thing, to function. But he's made it clear that it functions very badly.
