The Internal Moment Arm Is the Main Determinant of Leverage
The brain isn't taking passive tension into account when it's doing its calculation for neuro-mechanical matching. The volume of the muscle is a really good predictor of how much it pushes away from the bone and therefore how much leverage it has. So if your muscle is larger, it's just going to simply have a larger leverage in that situation.
