By 18 70, paris was the largest city in continental europe. It had grown enormously over the previous generation. The osman reforms also had a social impact on who inhabited what parts of the city. But moving the working poor out of their traditional neighborhoods did not make their political combustibility go away. And it could be argued that it actually made it worse.
