The Obstacles to Implementing School Choice

Dozens of states are now considering other forms of school choice legislation. Some would introduce or expand eligibility for vouchers, others would establish education savings accounts. I wonder if there is an enormous amount of opposition to these innovations from teachers' unions. And in some states the voters and legislators disapprove of these programs.
