The Proclamation of the Emperor in 1857
The proclamation of the emperor in 1857, where he says that they're going to pull down the walls and do this, also lists the first public buildings. These include a military, an opera house, an imperial archive, a library, a town hall,. And then various museums and galleries which are not kind of enumerated but which are whatever turns out to be necessary. Not mentioned there is the university, although it was still in slightly bad odour because of their involvement in the brief Viennese insurrection in 1848.
