What's the Relationship Between Foreign Policy and Afghanistan?

Mitch mc connell recently criticized president byden for pulling out of afghanistan the way he did. When i see politics and foreign policy collide as they are now with afghanistan, i'm really curious to know what that relationship is like between elected officials and foreign policy civil servants. My guess is that if the byden team had it to do over again, they probably would have focused on teaing up a number of things before that decision was announced.
