The justice is not properly thought of as punitive in any sense. If someone is doing unjust things, it's out of a defect on their part. The reason for putting someone behind bars is either just to make everyone else safe or to reform that person. So you want to make the unjust more just by rehabilitative activities, not by sticking them in solitary confinement and turning them into an even worse person.
