Is Heart Rate Variability a Measure of Self Regulation?

Heart rate variability is a measure of self regulation. It allows us to act robustly in our environment, depending on the threats and rewards that weare experiencing at any given time. But if i have a low heart rate variability, i mean, should i be worried? Should i be nervous? I ifif that heart rate is fairly consistent, what does that mean? So obviously, you knowm i'm not a clinical expert by any means but essentially what that means is were may be under a state of stress for a period of time.
