The Countervailing Tendencies of the Interest Groups
After World War II, lots of countries that didn't have a future on exhibit started embracing the car. It actually took a deliberate concerted coordinated effort to get that law changed. The short version of that is interest groups organized to make sure that that common law tradition of the streets was superseded.
