At the turn of the century, there was nothing moving faster than about five or ten miles an hour in the street. Responsible parents would say to their children, go outside and play in the streets all day. There weren't even really many rules about what you could do or not do. People are solving problems the way they solve problems when you're walking in a crowded hallway.
