How Does the Exclusion Clause Work?

I don't really understand how these exclusivity clauses work because it's not like in the usual case that if the person selling the vulnerability doesn't really give exclusivity, that there's going to be a breach of contract case brought in a court somewhere. And I imagine that it's hard to verify when someone is selling the vulnerability. If they have a reputation for sharing tools with different brokers or different governments, then the US government and its brokers and defense contractors might hear about it and not to business with them anymore. But yes, it does come down to reputation. These are invisible tools. You know, these are tools that necessitate that no one talks about them, that they just use
