In larger organizations, enforcing specific rules or processes sort of standardizing the way teams work can be a challenge. The first thing that I recommend is have an intake process. Come up with something that says work coming from phone, from slack, from Jira and so on. You have to have a process by which you can bring them into somewhere of your choosing where it's visible.
