By 1918, Germany and Austria-Hungary were in serious trouble. Both armies were down to the minimum rations that would really allow them to function. The war had been running for 52 months; between 8.5 and 10.5 million military personnel died. Between 15 and 19 million civilian deaths are directly attributable to the war.
