Should We Be Worried When Governments Borrow?

The Bank of England stepped in and started buying government bonds. When the price of bonds fell, it upset financial arrangements in pension funds. The only way they could get hold of cash was to sell some of the bonds. So should we be worried when governments borrow money? Because it seems that we sometimes are. It's not good. I heard this described as a death spiral, which is never a phrase you want here. Or a doom loop. And so that means that the interest rate that the government has to pay is higher.
