Is Mathematical Problem Solving Essential?

A lot of the stuff that relates directly to arithmetic is going to be built on, you know, the basic operations. So much of the mathematical problem solving that doesn't feel like it's related to that is just an extension of that idea. And not having a bank of memorized multiplication and division facts is a major impediment.
