What Are Tactical Nukes?

In 1991, George H.W. Bush decides after the fall of the Soviet Union that we don't need to have as many tactical nuclear weapons. He pulls them basically overnight through an executive order off of all the US surface ships. This is the single biggest reduction in deployed nuclear warheads. It's done with very little external input. And this is another case of a single individual and his staff making a very consequential decision.
