Rules are inherently inflexible, and they can often lead to things like legalistic disputes. A law is designed to be fo to the letter of the law, but that prevents us from seeing the spirit of the law. If you have a rule in place, your only flexibility comes from just like being willing to break a rule. And so related to that, often i think what we see with really restrictive rules is that the only options are either compliance with the rule, or just failure and breaking the rule"
