By the end of his rule in the mid 19 eighties, albania was known as the north korea of europe. As many as 25 thousand political prisoners may have been killed, tens of thousands were imprisoned including members of laaipe's family. Like other communist regimes, hoges confiscated private property, including an apartment that belonged to ep's grandmother. People were basically powerless. But at the same time, ep points out that there was a real decency in the way people treated each other in the face of these hardships,. That people who trusted each other could trust each other completely even when they were dodging party informants.
