Even if we can't make viruses worse than nature, we make better terrorists. So it's really hard to make the argument that the threat of natural pandemics could ever be enough to justify creating risk of deliberate misuse which could be so much worse. One individual can launch pendemics, and the entire world has to frantically make vaccines them, approve them, manufacture them and distribute them - then the offence can do it again. It takes so much less effort if you have a list of many different pandemic capable viruses to choose from,. ok, you mentiond vactsens. But we can't do it to day.
