The Decline of Banks
Most banks that technically fail, they tend to be acquired. There weren't mergers between healthy banks in 2009 because it was cheaper to buy a fail bank. Uninsured depositors historically get paid out over 90 cents on the dollar for their deposits. The goal of regulation shouldn't be perpetuation of all existing charters.
