What Is Redlining?
In the 1930s, there was a federal agency called the Homeowners Loan Corporation. It created maps of almost every major city in the country. The areas where it was too risky to ensure mortgages or loans were colored red. One of the criteria that the map developers used to decide which neighborhoods would be colored red was whether there were African-Americans living in it.
