The Russian state and the administration is, as we call it in German, Kaput. It's broken down, it's not working. If Putin announces general mobilization he would have a massive problem just with how many people would actually follow that call. There are too few officers and non-commissioned officers left in the Russian armed forces to do this kind of job for such a huge army. Most of such people are ending serving in private military companies which I would say quite ignored in the rest.
