When you put your foot up on something, your body isn't on top of that foot as well and then you bend your knee, you're almost traveling into your foot. Your weight is traveling through your rear foot and into your mid foot whereas if you think about a Bulgarian split squat, you're on top of your foot. That's why Bulgarian split squats are disgusting, they're one of the most disgusting exercises because all your body weight has to be on top of it. If someone can flex their knee very well or like get that shin to drop forward they're never going to pronate their foot or open up their foot and dorsiflex so some manual therapy may not be helpful but
