The Glorious Revolution is something which it is impossible to understand fully without looking at the wider European context. William didn't have troops and ships of his own right. He was a really shut-out holder in the Dutch Republic, which didn't give him any powers equivalent to a monarch. And if William hadn't had substantial support, it would have been much less likely that the military leaders who Scott referred to would have defected because there wouldn't be chances of succeeding against James II.
