Walts' structural realism is so minimalist as to be almost passing as an analytical apparatus. It was nested in another post-war largely American phenomenon of the emergence of a certain type of social science that saw itself as emulating natural science. The behavior of some actors can affect the behavior of other actors whereas again to take the Newtonian analogy the apple has no opinion and no say in whether it will fall from the tree. Walts himself was not in the prediction business he didn't make two assertions or I don't think did it performed well over the course of the following decade assumptions about bipolarity and assumptions about interdependence.
