The Problem With Fear Rationality
Before a potential war, there is some alternative agreement that if both parties could commit to ahead of time. So let's get the same ending point, just without everyone dying. But not being omniscient doesn't strike me as an example of fear rationality. The US might like its adversaries to know that it has the power to do certain things with its nuclear weapons. It really does not want to allow its adversaries the unrestricted ability to come inspect its nuclear weapons and know where they are at all times.
