In early Indo-European, we think all verbs were inclinic. They had to follow some other meaning-bearing word onto which they could glom. You can get copulas that just are cliques that attach to somewhere. In ancient Greek most verbs have their own accent,. except a bunch of forms of the copula, which are inclinic and half, you know, that places constraints on them.
