Martial Law and the Miners Trial
The governor issued a harsh declaration of martial law. Martial law was only enforced against the miners. Other people continued to assemble freely, conduct parades and hold political rallies. But if more than two miners stopped to talk on the streets for more than a moment, they were confronted by armed state police or militia voluteers. The jails overflowed with miners. So arrested men were sent to other counties to be held. And then eventually those jails filled up. Captain broccus openly admitted that many of them had been put in jail for carrying unauthorized literature.
