The Importance of Coordination in a War
The worry is that if you have disagreement over something like the odds of success in a potential war, that can increase the likelihood of a war. It would be great if there was some way to reach agreement and common knowledge of the odds side signs to winning. Currently, that might be invisible because sharing the relevant kinds of information could also reduce your odds. Maybe in future, through some technological means, there will be ways to reach agreement on the odds.
