There was a sense that the subways were totally controlled by wild gangs of teenagers. Mayor John Lindsay formed the first anti-grapheedy task force, and he turned graffiti from a nuisance into a crime. The Metropolitan Transportation Authority failed miserably trying to fix its graffiti problem.
