The Importance of Collective Action in the Future
Garrett Hardin says there are only two ways to avoid this. One is that you're signing property rights, and that's enforced by some external entity with monopoly on force. But he said there's some seconds option: You could also have publicly enforced use regulations not based on property. Ostrom cites an example of a fishing village in Turkey called Melania where they needed to stop overfishing.
