The Acceptable Macronutrient Distribution Rate assumes that there's a requirement for carbohydrate. Carbohydrate is fuel, so is fat. And I don't think that 35% was anywhere near intentional other than math. But again, it's sort of like as if somebody came down from the mount and chiseled in the RDA as the requirement and thou shalt never change it.
