By the early 18th century we begin to see the development of two distinct industrial classes. The classes' marks are called the bourgeoisie and the proletariat. It wasn't just enclosure though, in the first part of utopia more complaints about another human tragedy that ultimately led to industrialization. War. Since the time of Henry VIII, the manufacturing of cannons and firearms was a major industry in Great Britain. In 1716 an agent of the British government's small gun office went to Birmingham to instruct workers how to fit locks to a mold.
