The SEC's Proposed Rules for Auctions for Retail Orders

The comments are due on the SEC's proposed rules by March 31st. The one cent is "wishful thinking," says John Defterios, an analyst with Stifel Nicolaus in New York. He points out that all four of the new rules will work together if they're considered as a whole.
